3.1 Recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4. PRODUCT CONFORMANCE PROVISIONS
4.1 Product conformance. The products provided shall meet the salient characteristics of this CID, conform to the producer's own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance.
4.2 Bid sample. Ten mantles shall be submitted for bid sample testing.
4.2.1 Bid sample performance test. Two mantles shall be installed and prepared in a commercial lantern according to mantle manufacturers instructions prior to lantern operation. The lantern shall then be lit per the manufactures instructions. The lantern shall be operated for
30 minutes, turned off, and allowed to cool for 30 minutes. This operation shall be repeated five times. The other mantle shall be installed and ignited (in pairs of two) in the same manner except they will be ignited only one time. All mantles shall be examined for broken threads and holes. The first set of mantles will be tested for light output. The light output shall be a minimum of 150 candle power.
4.3 Metric product. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within specified tolerances using conversion tables contained in FED-STD-376, "Preferred Metric Units for General Use by the Federal Government", and all other requirements of this CID are met. If a product is manufactured to a metric dimension and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the contracting officer to
determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product.
4.4 Market acceptability. The product offered must have been previously sold either to the government or on the commercial market.
